PhantomBuster builds lists by scraping sources you choose, and it "does not sell, resell, or provide pre-built databases". Apollo does the opposite: you filter its database of 240M contacts and spend credits to reveal emails (1 credit each), from 75 credits a month on Free to 2,500 per licence on Basic.
Clay sits in between: tables where each column calls a data provider, in a waterfall, plus an AI research agent. PhantomBuster has a direct integration with it in both directions: Clay pulls PhantomBuster's results and can push data back into it.
On cost per email, the units differ: PhantomBuster spends a credit per attempt, found or not; Emelia spends one per email found. PhantomBuster calls a match rate of about 60% good (the FAQ of the same article says 30-50%), so the 500 credits of Start are about 300 emails found.
